ANC CEKURHULENI CAUCUS RESPONSE TO THE STATE OF THE CITY ADDRESS DELIVERED BY EXECUTIVE MAYOR CLLR MZWANDILE MASINA

ANC Caucus in Ekurhuleni welcomed the State of the City Address delivered by the Executive Mayor Cllr Mzwandile Masina at the Germiston Council Chamber in OR Tambo Government Precinct Civic Centre – Germiston on Wednesday, 18 March 2020.

ANC Caucus commends the Executive Mayor’s pro-active leadership in announcing the pre-cautionary measures relating to the COVID -19 virus, especially leading up to SOCA. We also thank the Speaker of Council for ensuring that this address takes place in an environment that is conducive.

 

We are equally pleased by the decisiveness of the ANC led National Government in declaring this pandemic a national disaster.

 

ANC Caucus echoes the sentiments that we must not panic, but focus on ensuring that the necessary measures are implemented in preventing and/or minimising the spread of this devastating virus.

 

Therefore, it will be important for our law enforcement agencies to assist us in preventing community gatherings that are not in line with the announced prohibition.

 

We urge our City, including the Public Representatives to carry the responsibility of intensifying awareness, to implement with urgency and effectiveness the appropriate preventative measures.

 

Given the rapid spread of this pandemic, we must pay special attention into our informal settlements in light of their nature, structure and high-risk conditions which makes our informal settlement dwellers vulnerable to this Corona Virus.

 

Taking a cue from the President of the Republic of South Africa Cyril Ramaphosa, ANC Ekurhuleni Caucus will embark on a community engagement in a form of a door to door to continue to intensify awareness campaign on the measures that must be taken which includes amongst others of ensuring that our residents wash their hands on a regular bases.

 

Through our stable Coalition government, we have demonstrated the ability to deliver services to the residents of Ekurhuleni.

 

In ensuring our strong political oversight, as the ANC Caucus we will spend a greater part of our SERVICE TIME conducting spot checks in following through and seeing to it that pertinent service delivery challenges are being resolved.

 

We also welcome the positive attitude towards the Big Ideas and Focused Development. The Executive Mayor’s capable leadership is beginning to give practical meaning to this trajectory.

 

However, we warn against those who like ignite Project Stoppages. This is a problem we must confront with firm actions. As the ANC Caucus we view projects stoppages as anti-Delivery

and anti-development, hence we are unambiguous on our stance that law enforcement must arrest any person participating in the disruption of projects.

 

ANC Caucus urge the Executive to unpack the 30% Local Empowerment, which is also manifesting as a serious challenge that impede on project implementation.

 

The sterling work of constructing 29405 houses and 17503 serviced stands is unmatched and it must be complemented by the efficiency of allocation.

 

The delays in the allocation of idling houses and serviced stands is a risk that gives rise to interference by some housing forums and in some instances, robbing genuine beneficiaries the right to their decent Human Settlement.

 

We therefore urge Human Settlement to allocate all unallocated stands and houses by June 2020, prioritising the 1990’s applications.

 

It should also be compulsory and standard practice for all Human Settlement development to provide for DISABLED Persons and this must form part of project deliverables.

Given the 14837 outstanding uncollected Tittle Deeds, as a solution driven ANC Caucus we are making a call that you consider embarking on a monthly TITTLE DEEDS OPEN DAY as a way of tracing and accelerating tittle deeds distribution.

 We must expedite and conclude the processes that will lead to the final leasing of the farms as well as putting into the market the approved strategic land parcels in order to ignite investment and to expand the creation of much needed work opportunities.

 We commend the Executive Mayor’s capable leadership to have made yet another unmatched contribution by ensuring that 8189 students pursue their tertiary education.

A cherry on top was the long awaited pronouncement of a University – this is a generational legacy and we share your view on the Swiss Dual Apprenticeship Model.
