EKURHULENI EXCO WHIPPERY CONDUCTS SITE INSPECTION ON HIGHJACKED BUILDINGS GERMISTON

As part of oversight responsibility, ANC Ekurhuleni Chief Whip Cllr Jongizizwe Dlabathi together with Exco Whippery conducted site inspections on abandoned and highjacked buildings in Germiston on Wednesday, 19 June 2019. “The City already has a programme called Urban Renewal which according to the municipal Special Development Planning Framework it must target Germiston and Kempton Park. The programme has to do with refurbishment and Urbanisation of the city but linked with that it’s our political call to deal with human settlement, especially building high-rise facilities,” Dlabathi said.
The municipality of Ekurhuleni is reportedly losing millions of rands through illegal activities, which are emanating from illegal occupation, illegal electricity connection cables and miss-use of water with the leaking water pipes visibly all over the buildings. “Most buildings are occupied by foreign nationals who rent them out, illegally using electricity and water as supplied by the municipality,” he said. The illegal property owners are collecting rentals of R1000 to R2000 a month per tenant. Councillor Dlabathi said, “A lot people come to the Cities and there’s pressure for accommodation and they end up renting or illegally occupying these buildings. The identified buildings are neglected and highjacked, mostly by foreign nationals who are bringing tenants into the buildings to rent rooms and illegally connecting municipal electricity and using municipal water free.”
ANC Caucus further calls for municipal intervention to ensure by-law enforcement and to make check and balances on how the municipality can take ownership of those buildings so that it can embark on renewal process to provide mix use accommodation for people to stay in a conducive environment. “If we want to build a modern and urban city we can’t allow such a situation to continue, therefore, we are going to compile a report of what we’ve observed and make specific recommendations. We must deal with the buildings that are illegally occupied by foreign nationals of which some of them they don’t have legal documents to be in the country,” he said.
They also use those buildings to do illegal activities such as selling of drugs, alcohol and prostitution. The buildings are dirty with rubbles and no one collecting it, therefore some serious by-laws enforcement will have to be applied.
“We’ll make specific recommendations and table them with our executive led by Executive Mayor Cllr Mzwandile Masina for intervention,” he concluded.
