ANC CAUCUS WELCOMED THE CLARIFICATION PROVIDED BY EXECUTIVE MAYOR ON CHEMICAL TOILETS AND COO SUSPENSION

The ANC Caucus in Ekurhuleni welcomed the clarification provided by the Executive Mayor, Cllr Mzwandile Masina in respect of the Chemical Toilets as well as the matter relating to the suspension of the Chief Operations Officer (COO).

Prior to the Press Briefing, the ANC Caucus was taken into full confidence on what transpired with regards to the previous Chemical Toilets Tender and it’s related Services.

We were satisfied that there were no procurement irregularities emanating from the Supply Chain Management processed. We were also assured that measures are being put in place, particularly with regards to the standardisation of rates as well as the system of monitoring the service.

Moreover, the Executive has committed to the ANC Caucus call that where possible, we should progressively install permanent sanitation infrastructure within the informal settlements.

As part of our ongoing and strong oversight, we direct all ANC Councillors to conduct regular site inspections where chemical toilets are provided and accordingly report challenges.

On the suspension of the COO, the ANC Caucus expressed itself during the 21 February 2019 Council Meeting that we respect the work of the Special Investigation Unit (SIU) and that it’s effort of protecting democracy and fostering of good governance should be supported.

We were clear that where there are conclusive recommendations, we must act accordingly and that all implicated parties must clear themselves through set processes. The subsequent bundle of evidence by the SIU pointed to a conclusion that the COO be subjected to a disciplinary process. Such, necessitated Council to rightfully suspend the COO.

We therefore urge the COO to cease the opportunity and subject himself to a disciplinary process where he can clarify himself. As a matter of principle, we encourage officials, including the COO to refrain from wanting to use media for justification as oppose to complying with the set process where he can clear himself. At no point must media be unfairly used to tarnish the image of the institution and its leadership.

The ANC Caucus is commitment to ensure that we presided over a capable, clean and honest institution that upholds good governance.
